The Australian skipper has claimed 309 wickets in 71 five-day games with an stellar bowling average.
The Australian chair of selectors Bailey has declared that captain Pat Cummins will have a crucial role in the forthcoming Ashes series.
There were concerns that Cummins might be unavailable due to a ongoing back issue that was still troubling him.
Previous updates from team management suggested no definitive call had been made regarding whether he would play, with the extended contest set to start on the 21st of November in the WACA.
Bailey expressed that Cummins is "building up" and felt positive about the likelihood of taking part.
"We know that the window is narrowing and multiple considerations involved, aside from the physical problem, but additional elements," the selector added.
"The outlook is good. We firmly believe that he'll participate in a key capacity. With luck starting in Perth. Otherwise, we'll adjust."
Past Concerns
Cummins was ruled out the white-ball matches against India and New Zealand recently after examinations confirmed a lumbar bone stress.
There is a track record of recurring issues, with setbacks in several earlier campaigns forcing him out of several home seasons in a limited period.
Cummins stated he would be ""aggressive" and "take risks" in his recovery plan to secure his spot for the series.
Bailey noted that he did not know if the captain had resumed bowling as part of his rehabilitation but admitted it was "becoming urgent" for him to recover fully for the first Test.
Contingency Plans
Should Cummins not be fit, ex-skipper Smith will lead the side.
The talented all-rounder was recently pulled out from Australia's squad for their ODI contests against India as a preventive step because of discomfort in his torso.
The selector characterized it as a "minor" injury and mentioned that Green will play in the domestic first-class competition, so will be "in a good place to resume bowling."
"Considerable effort has gone into developing the strategy for him to participate for the opening match as an dual-role player," he elaborated.
"Originally, he'd only feature in the first two ODIs regardless. The way he swings the willow in shorter formats, even if it just sets him back for another day, the choice was made to approach this more conservatively."
